All Ceylon Jamiyyathul Ulama President M.I.M. Rizvi Mufthi’s speech in Riyadh on Friday 4 May 2012 on the attack on the Dambulla Mosque has shocked the island’s Muslim community. For a moment I asked myself whether he has been dispatched by the mob leader Innamaluwa Sumangala Thera for canvassing in favour of demolishing the mosque.
In his speech, published in the Jeddah based “arabnews” and reproduced in Sri Lankan dailies-Daily Mirror and Ceylon Today- on 7 May 2012, Rizvi Mufthi has called for resolving the Dambulla issue, imposed on the Muslim community by violence, amicably through tolerance and COMPROMISE.
Justifying this call he said the Line Mosque in Kandy was demolished for society development projects and the Nimal Road Mosque at Bambalapitiya was demolished, and built far away, to accommodate the highway that was constructed in the neighborhood.
This was misleading. Muslims in Kandy point out that no Mosque in Kandy, including Line Mosque, was ever demolished or shifted.
Even in the case of Nimal Road Mosque the owners of the land said that it was not built far away. Instead the new mosque was built few yards away from the site where the old mosque was located. They explained that the old mosque was located few yards from the railway line. In the subsequent years the old mosque was expanded to conduct Ahadiya classes. However the mosque paved the way for the marine drive and the present mosque was built few yards behind, leaving space for the construction of Marine Drive. The beauty of this is that this was done peacefully and not on the instigation of unruly mobs.
In suggesting for a peaceful solution Rizvi Mufthi had spoken on the need for “compromise” which suggests the demolition of the Dambulla mosque. If this is what he implied then it is simply rewarding of hooliganism. What he has failed to highlight is that the call for the demolition of Dambulla Mosque was not made by the Sinhalese in Dambulla or the mainstream Sinhalese community in the country which feels embarrassed by saffron vandalism.
While the Opposition Leader Ranil Wickremasinghe still remains silent the UNP Deputy Leader Sajith Premadasa said in public that this has nothing to do with Buddhism. Meanwhile numerous Sinhalese columnists dismissed the attack on the Dambulla mosque as a despicable act and one columnist even went to the extent of describing the mob as “mad men of Dambulla”.
This vandalism is suspected to be the work of a small minority of ultra nationalists who managed to get into influential positions in the government. Ever since the military defeat of the LTTE these ultra nationalists unleashed a vicious campaign community against Islam and Muslims inciting the majority.
It began using ten Sinhala language and nine English language websites. They also produced a documentary on Daftar Jailani, Kuragala, accusing Muslims of grabbing this land which they claim belong exclusively to Sinhalese
In view of the threat to communal harmony I highlighted this in an article in Sunday Times in September 2011.As usual Muslim politicians, theologians and all others slept. Then a mob taken from outside destroyed a Muslim shrine in Anuradhapura. Here too Buddhist monks led the mob. And now comes the move to demolish the Dambulla mosque. Even in this case though the mob leader was a local monk the mob was brought in from outside the area.
What these unruly elements do not realize is that this destructive anti Muslim campaign has all the potentials to tear apart the country which has just emerged from a three decade of savage ethnic carnage.
It was in this context one needs to view Rizvi Mufthi’s call for compromise.
Long before Muslim politicians and theologians came to the scene, the spontaneous response of the entire Muslim community to the vandalism at Dambulla Mosque has been” peaceful and dignified”. Their only slogan was” communal harmony”.
However compromise in this case, as claimed by Rizvi Mufthi, means rewarding lawlessness as Prime Minister D.M.Jayaratne’s office had done when it ordered the demolition of the mosque within 24 hours after the mob attack. It would also set an extremely dangerous precedence. Any dispute between communities, not with mobs, need to be solved in a civilized manner within the framework of the laws of the land and the entire Muslim community insisted on this with one voice.
This is a burning issue which is to be sorted out within six months as decided by a committee of Sinhalese government officers. No Muslim was involved in taking this decision .Under the circumstances, it would have been appropriate for Mufthi Rizvi to place facts before the audience, rather than suggesting solution which, it appears, would be at the expense of the rights of Muslims.
It appears Mufthi Rizvi has overstepped his limits. As the president of All Ceylon Jamiyyathul Ulema, not a Vatican with a Pope, his job is to guide the community according to religious principles. However here he has entered the corrupt, criminalized and commercialized field of politics. This is a dangerous and already people are talking of the need to clearly earmark the role of the Jamiyyathul Ulema as a religious, and not a political, organization.
There is also a growing feeling among the Muslims that Jamiyyathul Ulema should consult the community before taking any decision on behalf of the community.

Clarification on Comments :
The word "Compromise" is not from the Lecture nor from the Article. It is a deduction of Mr. Farook.
Mr. Farooks article has been copied into many other websites and online community groups and now we here that email to have been circulated.
May be either Mr. Farook or any one else should do some damage control with the view of Community unity as the objective.
This is what happens when you bestow the MOULAVIS with glorified titles they are NOT entitled to. Prestigious titles like AsSheikh and Mufthi are not dished out in vain by Al Azhar University even if you graduated there. These titles are granted by a panel in AlAzhar and must be earned. So I wonder who gave this Moulavi the "Mufthi title of the Nation' and why Moulavis are now titled as AsSheikh. The Muslims of Sri Lanka owe an explanation on these two titles. Even late Mashood Alim or Abdur Rahman (Bahji) was not known and never claimed to be a Mufthi or a AsSheikh! They Moulavis are now eyeing political office or alliance for personal gain and fame. Strip them of these glorified titles and just call them Moulavis…

Who gave you the right to right to represent the muslim community? were you there at the lecture first hand to hear what he said? you are taking the word 'compromise' mentioned in the lecture and assuming, deducing, and concluding with your own opinions? Now that is what is 'shocking' journalism. As has been mentioned in other comments, Mufthi is not for the demolition of the mosque. Please do not indulge in sensationalistic journalism rather be focused on ressponsibly writing articles taking first hand information into account. You were very quick to send emails to all and sundry with incorrect facts and judgements. This doesnt do any good for the unity of the community at these stressful times for the community. The article which Mr. Lateef Farook had referred to had quoted Mufti Rizwie out of context. A subsequent correction was made by the Reporter in the form of a a seperate article in the Arab News the Next day. Reproduced below.
The publication was based on a conversation with the Reporter and not from the podium, the topic delivered from the Podium was totally different and there was no reference to Dambulla Incident.
The Mufti requested for a correction of the News Article after reading it and penned out the corrections – gist of which is that – he didn’t want people to misunderstand that ACJU is agreeable to the demolition and relocation of the Dambulla Mosque. Also the granting of Land belonging to the Line Mosque in Kandy is not to be construed as a precedent for the action of demolition and relocation of the Dambulla Mosque. The granting of Land from the Mosque Property was stated in a sense of how accommodative the Muslim Community is and wanted Peaceful coexistence in the Country.
The Points he jotted down in a paper are as follows :

The Kandy Line Mosque was not demolished to give way for some city development project – The Muslims in Kandy gave land from the Property belonging to the Line Mosque for some city development work similar to the Land from Nimal Road Mosque granted to accommodate the Highway that was constructed. This shows how the Muslims are accommodative and want to live peacefully.
5. The ACJU and the Muslim Ummah condemn the manner in which the illegal protest was conducted causing the stoppage of the Jummah Prayer at Dambulla.
6. We believe in Dialogue to solve problems. All problems can be resolved by dialogue.
7. We want that All Sri Lankans should be able to live in Peace and Harmony.

Priority should be given to religion in all circumstances, a visiting Sri Lankan Muslim scholar told Muslim students in Riyadh on Saturday.
M.I.M. Rizvi Mufthie, president of the Colombo-based All Ceylon Jamiyathul Ulama (ACJU), was addressing more than 150 students at a lecture held at the auditorium of the World Assembly of Muslim Youth (WAMY) in Riyadh.
Muslim students from grade three to advanced level classes were present with their parents to listen to the lecture of Mufthie, who was deemed one of the 500 most influential Muslims worldwide.
“You must be a Muslim first before you get involved in other activities,” Mufthie said, pointing out such a concept would guide one in the right path of Almighty Allah.
The scholar insisted students should learn to practice Islamic values in their daily life and follow the principles of Islam as laid down by the Qur'an and the Sunnah. Cultivating good habits and manners will make them useful citizens in society, the scholar said. Both male and female students were present to listen to the lecture program chaired by Saleem Mowlana.
In Colombo, the ACJU headed by Mufthie plays an active role as the Islamic religious authority with 3,000 active members.
Speaking to reporters following the lecture, Mufthie said after the recent attack on a mosque in Dambulla, his organization has been keen on resolving the issue through dialogue with the parties involved. However, he reiterated that ACJU and the Muslim Ummah severely condemn the manner in which an illegal protest was conducted there, disrupting the Friday prayers at the mosque.
“As Muslims, we have compromised with other communities in several instances,” he said, pointing out that Muslims in the city of Kandy gave land from property belonging to the Line Mosque for some city development work.
“Similarly, land from Nimal Road Mosque in Colombo was given to the government to accommodate the highway that was constructed,” he said. “This shows how Muslims are accommodative and want to live peacefully with other communities on the island.”
He recalled Dambulla Masjid was established in 1962 and has a long history of more than five decades serving the community in that district.
“The ACJU, the Muslim community and Muslim parliamentarians are all of the opinion that the mosque should not be moved from its present location,” he added.
